The Guide to Advancement is the official source for administering advancement in all Boy Scouts of America programs: Cub Scouting, Boy Scouting, Varsity Scouting, Venturing, and Sea Scouts. It replaces the Advancement Committee Policies and Procedures and Advancement and Recognition Policies and Procedures, which are no longer valid.

Be aware that statements or interpretations offered from unofficial websites and other such sources may be out of date or incorrect. They will not be considered in resolving advancement questions and issues. In situations not specifically covered in this guide, advancement chairs, coordinators, or other administrators should make decisions based on the aims and mission of the Boy Scouts of America, as well as the Scout Oath and Scout Law—and common sense.

Regardless the program—Cub Scouting, Boy Scouting, Varsity Scouting, Venturing, or Sea Scouts—where advancement takes place, it is nothing more and nothing less than a method. It  a means toward accomplishing the Boy Scouts of America mission. It is not an end in itself. When as advancement administrators—both volunteer and professional—we recognize this, we can expect success. To see it otherwise is to indicate we have forgotten our purpose.

The Mission of the Council Advancement Committee

The mission of the Council Advancement Committee is to implement throughout the council the policies and procedures of the Boys Scouts of America. This mission is accomplished by providing training, by promoting advancement, and by supervising those involved in the advancement process.

A good advancement program in the council requires cooperation by between the council and district committees, the commissioner staff, and the units they serve.

Eagle Scout rank requirement 5 has been reworded. To support that change, a new Eagle Scout Service Project Workbook has been created. Through Dec. 31, 2011, Scouts have a choice to use either the new workbook or the one it is replacing. Scouts whose Eagle Scout service project has already been approved by the council or district under the former wording of requirement 5—and using the former workbook—should continue with the same workbook. If their project has not yet been approved by the council or district, they may elect to use the revised requirement 5 and the new workbook. Starting Jan. 1, 2012, Eagle Scout candidates—unless they have already submitted a plan for approval by the council or district under the former requirement—will be expected to fulfill the revised service project requirement 5 using the new workbook.
